From the satellite shot, I can assume that the space around the train station are fairly unused and forgotten. Additionally, IT looks like neighboring spaces are predominantly manufacturing/ industry or retail of some sort., 

Also the Hume FWY being built and cutting direct access between the Railway Station and the Residential zones cause issues with access, as I expect most people who would use the HSR network on a regular basis would be residents, on their way to work.

With the implementation of the strategy, it would be assumed that population in the town would grow, given the proximity to the Capital Cities. (1 hour train ride to each, plus 20 mins to Canberra). This regional center would ultimately provide more space for the growing workforce of the capital cities, and could also help to alleviate stress on affordable housing  through distribution.
